In 1997, the Louisiana Legislature designated $1,000,000 of the Higher Education Initiatives Fund to establish the Center for Innovative Teaching and Learning (CITAL) "for the purpose of improving university-based teacher training programs in Louisiana." CITAL's mission is to improve K-12 teacher preparation programs in all disciplines, consistent with national standards, statewide education reform initiatives, and policies of the Board of Regents and the Board of Elementary and Secondary Education. To carry out CITAL's mission, the Board of Regents has entered into an authentic partnership with the Governor and Board of Elementary and Secondary Education to create the Blue Ribbon Commission and to successfully secure a $3.4 million Title II Teacher Quality Enhancement State Grant from the U.S. Department of Education to more successfully recruit, prepare, and retain new teachers. As a result of these efforts, a totally new certification structure now exists in Louisiana, and all public and private universities are developing and implementing redesigned teacher preparation programs that address K-12 state and national content standards, state teacher standards, NCATE standards, PRAXIS expectations, and No Child Left Behind mandates.
